Kaskaskia Regional Port District: KRPD 1 & 2

The Kaskaskia Regional Port District (KRPD) includes Monroe County, IL, Randolph County, IL, and the southern half of St. Clair County, IL.

In December 2025,  Senate Bill 1989 was signed into law, marking a historic expansion for the District. The bill integrates the Southwest Regional Port District into KRPD, adding the townships of East St. Louis, Centerville, Canteen, Stites, and Sugar Loaf.

KRPD 1

KRPD 1 is located in New Athens, IL, at river mile 24.5. It is operated by the Kaskaskia River Terminal with rail service provided by CN Railroad. This facility ships scrubber stone to the Prairie State Energy Campus in Marissa, IL. This port includes a 125 unit car train loop and bulk terminal which handles coal and grain from rail or truck to barge. It features a roll-off/roll-on ramp to handle oversized equipment.

KRPD 2

KRPD 2 is an intermodal facility with river, rail and road access equipped for container on barge services with a 50 ton overhead electric crane and 30,000 sq. ft. temperature and humidity-controlled warehouse. Southern Illinois Transfer Co. is the tow company that supports the shipment of product on both the Mississippi and Kaskaskia Rivers. Barge inbound includes steel, fertilizer and palletized goods, and ability to easily handle substantial containers with its overhead crane and outbound product loading consisting of coal and slag. Rail service is provided by CN Railroad.

Kellogg Dock

Kellogg Dock is located on the Mississippi River at river mile 125.5. This dock is operated by Kinder Morgan and tow service is provided by SITCO. This facility includes a rail-to-barge terminal capable of receiving and loading, a laydown yard capable of storing up to 1 million tons of coal and multi-purpose dock featuring a 300 railcar yard with service provided by UP Railroad.

Weilbacher Terminal

Weilbacher is a new “greenfield” terminal location. This site is on the Kaskaskia River at River Mile 36 and is 124 acres. It is on IL Rt. 15 and is within 13 miles of Interstate 64.

Evansville Terminal

The Evansville Terminal is on the Kaskaskia River at River Mile 10 in Randolph County. The grain export terminal receives truck shipments of wheat, corn, and soybeans from local farms and Gateway FS elevators and has a loading capacity of up to 350,000 bushels per day.
